My computer wont turn on help!!!?

ok well its my dads laptop and he told me it cant have a virus and dont break it.So toda i went on it and it wont turn on!!!!it turned on but then it shut off now it wont turn on and its a tousiba laptop and evertime i push the on button or whatever ou call it it has a blinking light of a battery what does this mean?
