Why Saudi Arabia denies visa to arabs and allow it to western people?

From their past experience they have formulated that Westerners are there to work and not meddle in their politics, as opposed to other Sunni & Shiite muslims wanting to exert their philosophies. Additionally the Westerners' education and practical work performance is superior to that of other candidates.
